Most of the established US host guaranteed at least 99.9% uptime, which is lesser than 43 minutes of downtime per month, otherwise the entire month is fully refunded. If a SLA is signed, compensation on every extra downtime is non uncommon.
If the host did not included any uptime monitoring and server down alert, there are plenty free and paid web services that provide website uptime monitoring and instant alert on server down.

another IT guy...
just contributing my bit for the benefit of everyone but it is upto AW to take up the effort. Malaysia network and host are well known for 2 things - spam friendly and unreliable. I would have hosted in Singapore for better connectivity, better bandwidth and pretty competitive pricing but most importantly with much more competent and reliable technical support.

Not suprising with the technology of security among online banking here, especially the smaller one. Alternatively, we can just pull an ATM machine with my Rexton. This is simpler and lesser logistic issue plus proven many times that it works and uncatchable yet.
