No, I used to word "inflate" to mean "overestimated" because the FC of cars are tested in non-representative of actual road conditions. No intention to mean cheating.

I think they should publish the FC rates to mean "potential FC" -- the lowest fuel consumption possible given a car model. This is so that people understand given optimal road and car condition, the published FC rate is what you would get. Anything less than optimal road and car condition, and the actual FC is lower than potential FC.
Of course, the next argument is "what exactly is optimal road and car condition?"

Go on extreme diet and lose 50% of body weight if normal and 80% of body weight if obese. With less body weight and no muscle in leg to step on accelerator, one will save fuel.
