I have similar problem few years back.
This is usually caused by the capacitor for RPM circuit failing. The capacitor looks like a cylinder made of aluminium with a plastic cover, typically with markings that looks like ??V ?.?uF (example only, not exact value, 25V 10uF or 50V 4.7uF). Usually, you will find liquid seeping out from top or bottom of the capacitor indicating it is failing. The part is very very cheap. Change the capacitor and it should be fine.
You will need basic electronic skills to change it.
