From the vid,the stalk is full of function.
I am guessing the stalk mechanism is worn so it needs replacing.
do check the fog light itself if its actually on or not.
the light on the dash could be just the switch indicator.

Find out your fuse box and find replace the old fuse with a new fuse. Consult the owner's manual to find the correct one.
